- Microsoft Visio Online is included with Office 365 for viewing and sharing capabilities. But it doesn’t include create/edit rights. But it doesn’t include create/edit rights. So even though the tool is part of the Office 365 family, you’ll have to buy Visio to create original diagrams.
Usually you deploy volume licensed versions of Project 2016 and Visio 2016 by using the Windows Installer (MSI) installation technology. But that won't work if you're trying to install volume licensed versions of Project 2016 and Visio 2016 on the same computer as Microsoft 365 Apps. That's because Microsoft 365 Apps uses Click-to-Run as its installation technology, and in this case, having MSI and Click-to-Run installations on the same computer isn't supported.
Microsoft Visio Pro for Office 365, available as a subscription through Microsoft Office 365, includes the same features, stencils, and shapes as Visio Professional 2013. In addition, it allows each user to install Visio on up to five PCs running Windows 7 or Windows 8.).
To help you deploy volume licensed versions of Project 2016 and Visio 2016 on the same computer as Microsoft 365 Apps, we've provided an alternative installation method: you can use the Office Deployment Tool to do the installation of Project and Visio. The Office Deployment Tool uses Click-to-Run to do the installation, instead of using Windows Installer (MSI). But, Project and Visio are still activated by volume activation methods, such as Key Management Service (KMS) or Multiple Activation Key (MAK).
Important
- MAK keys that you use for Windows Installer (MSI) installations of Project and Visio won't work with the Office Deployment Tool. You need a different MAK key to deploy volume licensed versions of Project and Visio with the Office Deployment Tool. To get that MAK key, log into the Volume Licensing Service Center (VLSC) and use the key listed under 'C2R-P for use with the Office Deployment Tool.'
- These steps don't apply to volume licensed versions of Project 2019 and Visio 2019. For more information about deploying volume licensed versions of Project 2019 and Visio 2019, see Deploy Office 2019.
To begin, download the most current version of the Office Deployment Tool from the Microsoft Download Center. Then, edit the Product element in the configuration file, using the appropriate ID from the following table. To use a Generic Volume License Key (GVLK) for volume activation with KMS, use the appropriate value in the table for the PIDKEY attribute.

Tip
Instead of using a text editor to create your configuration file, we recommend that you use the Office Customization Tool (OCT). The OCT provides a web-based interface for making your selections and creating your configuration file to be used with the Office Deployment Tool. For more information, see Overview of the Office Customization Tool.
If you are using the Office Customization Tool or want to specify the update channel manually, you must pick the same update channel as your existing Office installation is already using. For example, if you want to add Project to devices which already have Microsoft 365 Apps installed and configured for Monthly Enterprise Channel, you need to specify the same update channel for Project 2016 in the configuration file.
You can also edit the Updates element in the configuration file to determine how the installation of Project or Visio is updated. For example, you can configure it so that updates are automatically installed from the Office Content Delivery Network (CDN) on the internet, which is the default, or from a file share on your local network.
If you're not familiar with the Office Deployment Tool, it's usually used to customize deployments of Click-to-Run versions of Office products, such as Microsoft 365 Apps. For more information, see Overview of the Office Deployment Tool.
Here's an example of a configuration file that can be used to install a 64-bit version of Visio Professional 2016 in English from the Office CDN using a GVLK.

Then, use the Office Deployment Tool to download and install Project or Visio.

- Visio desktop app that comes with a Visio Plan 2 subscription.

Deploy a subscription version of Visio
Here are the general steps to deploy a subscription version of Visio to users in your organization:
Purchase Visio Plan 2, with enough licenses for each of your Visio users.
Sign in to Office 365 and assign licenses for Visio to those users.
Have your users sign in to Office 365 and install Visio from the Software section of the Office 365 portal. Users have to be local administrators on their computers to install Visio.
If you want to have more control over how the subscription version of Visio is deployed to your users, you can do the following instead:
Download the Office Deployment Tool from the Microsoft Download Center.
Create a configuration.xml file to use with the Office Deployment Tool to download and install the subscription version of Visio.
Use the Office Deployment Tool to deploy the subscription version Visio to the users in your organization.
If you already use other tools to deploy software to your users, such as Microsoft Endpoint Configuration Manager, you can use the Office Deployment Tool along with those tools to deploy the subscription version of Office.
Deploy a volume licensed version of Visio 2019
Here are the general steps to deploy a volume licensed version of Visio Professional 2019 or Visio Standard 2019 to users in your organization:
Purchase Visio 2019 as part of a volume licensing agreement.
Use the Office Deployment Tool and a configuration.xml file to download and install Visio 2019 from the Office Content Delivery Network (CDN) on the internet. For more information, see Deploy Office 2019 (for IT Pros).

If you already use other tools to deploy software to your users, such as Microsoft Endpoint Configuration Manager, you can use the Office Deployment Tool along with those tools to deploy volume licensed versions of Visio.

Purchase Visio 2016 as part of a volume licensing agreement.
Download your version of Visio 2016 from the Volume Licensing Service Center.
If you want to configure user settings for when Visio is installed, you can use the Office Customization Tool (OCT).
Deploy Visio 2016 to your users. For example, you can send your users a script to run that installs Visio from a network share on your local network.
If you already use other tools to deploy software to your users, such as Microsoft Endpoint Configuration Manager, you can use the Office Customization Tool (OCT) along with those tools to deploy Visio.
Note
The Office Customization Tool (OCT) is only available for versions of Visio 2016 that are purchased as part of a volume licensing agreement. The OCT can't be used for retail versions of Visio 2016, such as versions bought at a retail store or online.
Configure user settings for Visio by using Group Policy
If you want to specify and maintain certain user settings for your Visio installations, you can download the Group Policy Administrative Template files (ADMX/ADML) for Office and use them to configure Group Policy settings. Group Policy can be used only with computers joined to a domain.
The same Group Policy settings work for the subscription version of the Visio desktop app, as well as volume licensed versions of Visio, such as Visio Professional 2019 or Visio Standard 2016.
